CURRENT ROLE 

Rachel provides a variety of services to her clients including financial management and budgeting, consulting, reporting, and policies and procedures development.

EXPERIENCE 

Rachel began her professional career as a part of a Big Four firm in 1993.  She also worked for a local CPA firm, specializing in public sector accounting and auditing. After a decade in public accounting, Rachel embarked on a career with Otsego County as, at first, the county finance director and then as the county administrator; this career spanned 17 years. 

Her experience includes developing, implementing, and monitoring accounting, budgeting, capital asset management, and internal control policies and procedures.  She has implemented new accounting software including payroll, general ledger, accounts receivable, purchasing, and accounts payable modules.  She has overseen projects ranging from internal IT projects to multi-million-dollar construction projects.  Rachel has successfully negotiated contracts and leases, and consolidated services to realize budgetary and operational efficiencies. 

Rachel also created an internal mentorship program and a training program for the county’s management team. Additionally, she spearheaded efforts to create inter-governmental agreements to provide high level shared services from a regional perspective.

  • Rachel has presented for MSU Extension for the Fiscally Ready Communities Program and the Northern Michigan Annual Summit in partnership with the Michigan Association of Counties (MAC). 
  • Rachel is an active member of the Michigan Association of Certified Public Accountants and the Michigan Government Finance Officers Association.
